Statement of Qualifications City of North Chicago Foss Park Realignment and Naval Station Great Lakes (NSGL) Base Access Analysis

The City of North Chicago is requesting professional engineering assistance to complete engineering studies and design engineering necessary to advance the Foss Park Avenue Realignment Project and Naval Station Great Lakes (NSGL) Base Access Analysis to construction-ready status. While the City and NSGL have completed some preliminary planning activities and acquired key property necessary for the roadway realignment, significant work remains to be completed including: access analysis, selection of the preferred alternative roadway design and typical section, stakeholder coordination, design engineering, permitting, utility relocation design (sanitary sewer, water, storm), before the project can advance to construction.

SOQ SUBMITTALS MUST BE RECEIVED PRIOR TO 3:00 P.M. LOCAL TIME, OCTOBER 22, 2026. SUBMISSIONS RECEIVED AFTER THIS TIME WILL NOT BE CONSIDERED.
